Spennymoor Town Council Facilities & Recreation Committee Order of Business - Meeting to be held July 14th 2026
The move is part of the council’s ongoing commitment to keep the park safe and accessible to all, while tackling antisocial behaviour. The project sees five ageing cameras replaced with 12 state-of-the-art units, five of which are moveable to cover a wider area.
The new system – for which councillors agreed a funding package of over £14,000 – will also be linked to Durham County Council’s 24/7 control centre.
The park provides open space for people to enjoy, boasting a traditional bandstand, mini golf, tennis, lawn bowls, play areas and a skate park. Well used by visitors, it hosts Park Runs with runners travelling from across the UK to take part in the weekly Saturday morning events to collect a ‘J’ in the A-Z challenge, with Jubilee Park one of only two ‘J’s in England.
The upgrade and extension to the park’s CCTV coverage is part of the Town Council’s ongoing commitment to reduce antisocial behaviour, following incidents this year in which planters, public toilets and other park buildings were damaged.
Greater camera monitoring and enhanced CCTV significantly improves visibility across the park, helping deter nuisance behaviour, support quicker police response, and provide clear evidence for potential prosecutions.
Work has seen installation of new HD cameras, improved recording and monitoring equipment and enhanced connectivity to ensure more incidents are captured. The system integrates with existing 24/7 monitoring systems, strengthening community safety measures.
Council leader, Cllr Billy McAloon, said the investment reflects Spennymoor Town Council’s determination to create safe public spaces and ensure they can be enjoyed by everyone.
“Jubilee Park is one of Spennymoor’s most valued community spaces, and we’re determined to keep it that way,” said Cllr McAloon. “Sadly, a rise in antisocial behaviour and vandalism not only damaged property but impacts how safe people feel when visiting the park.
“This investment shows our commitment to addressing these issues head-on and ensuring the park remains a safe, happy place. Upgrading CCTV makes it clear we won’t tolerate criminal damage or nuisance behaviour. We want Jubilee Park to remain a place families, friends, and residents can enjoy safely and it is integral to a safer, happier Spennymoor.”
Spennymoor Neighbourhood Sergeant Matthew Fussey, for Durham Constabulary, welcomed the Town Council’s proactive approach, adding that officers continue to work closely with the council to address nuisance behaviour and maximise the benefits of the new equipment.
“We want people to feel safe in Spennymoor and enjoy its community spaces, which is why the instillation of additional cameras is welcomed by our entire team,” he said. “Better CCTV coverage means officers can respond rapidly to incidents and gather clear evidence when offences occur.
“Visible targeted patrols are the bedrock of community policing, and effective deterrents in detecting and preventing anti-social behaviour but we must not stop there, and we recognise the need to continue to work with partners and invest in technology to make it safer where you live.”
The new CCTV system has been fully installed and will be fully operational in the coming days.
